A queue is a single monitored queue instance. For example, if you have 3 BullMQ queues and 2 SQS queues, that counts as 5 queues total. Multiple environments (dev, staging, production) are counted separately unless explicitly grouped.
Yes, you can change your plan at any time. When upgrading, you'll get immediate access to new features and be charged prorated for the remainder of your billing cycle. When downgrading, changes take effect at the end of your current billing period.
